The Alliance to End Plastic Waste is seeking proposals to conduct a feasibility study for a Japan Advanced Sorting and Recycling Programme Feasibility Study
Japan produces ~9.6 million tonnes of plastic every year and has the second-highest plastic waste generation per capita per annum. Although it has a well-managed, source segregated, waste collection system nationwide, only ~22% of plastic waste is recycled domestically or exported for recycling. Majority are sent to thermal recovery systems (Waste-to-Energy “WTE”) or are simply incinerated.
The Act on Promotion of Resource Circulation for Plastics (Act No. 60 of 2021) came into effect in April 2022, to promote a plastic circular economy. There is strategic intent to increase plastic recycling rates and move away from the traditional incineration and WTE systems.
The Programme objective is to co-develop solution pathways at scale to collect, sort and recycle plastic waste by mobilizing capital in selected Japanese cities, in collaboration with national and local governments, member companies and strategic allies (e.g. IGES, JWRF). We target to achieve this objective by co-developing investment ready projects for co-financing, in advanced sorting and advanced recycling technologies to valorise plastic waste and divert it from existing disposal methods. We expect our selected partner to help identify or define the project(s) based on local market realities. Suggested locations for consideration are Tokyo, Yokohama, Osaka, Kyoto, Fukuoka, Nagoya, etc.
AEPW is now seeking proposals to conduct a feasibility study for the Programme, transforming it from a concept into a co-created, detailed, investment ready project scope to be implemented by a Project Management Organisation.
Key Deliverables:
The Programme to be developed under the feasibility study should meet or exceed world-class environmental, social and governance standards, such as the International Finance Corporation’s Performance Standards on Environmental and Social Sustainability.
