The Alliance to End Plastic Waste (AEPW) is seeking proposals to conduct a feasibility study and implementation of its Vietnam Flagship Programme in Hanoi and Ho Chi Minh City.

Vietnam is a thriving country with a large and growing population, limited existing waste management infrastructure, and a rapidly increasing rate of plastic consumption (6% CAGR). According to a study initiated by the National Plastic Action Platform (NPAP) Vietnam, 51% of plastic waste is mismanaged or leaked into the environment while only 38% is incinerated or goes to an engineered landfill and 11% is either formally or informally recycled. In a business-as-usual scenario, the mismanaged plastic waste will double by 2030 to approximately 3 million tonnes/year.

The Vietnam Flagship Programme was initiated by AEPW in May 2022. Its objective is to develop solution pathways at scale to reduce unmanaged plastic waste in the cities of Hanoi and Ho Chi Minh by 15 to 20% and capture value from the collected materials via recycling or other methods of recovery.

The Programme in Hanoi and Ho Chi Minh, can include but is not limited to:

  • The development of a model for segregation of waste at source for households, the main institutional generators of waste including commercial establishments, and local schools.
  • The upgrade of collection infrastructure including waste containers (bins) and trucks (new or retrofitting).
  • The construction of new Material Recovery Facilities (“MRF”) for dry segregated municipal waste sorting.
  • The strengthening of and/or collaboration with local recycling facilities, off-takers and other stakeholders.
  • An awareness and community engagement campaign covering households, institutional establishments, and schools.
  • The inclusion of the informal sector (waste picker and collectors).
  • Capacity building of local authorities to ensure adequate competencies for future management of the improved waste system.
  • Documenting learnings from the Project to enable it to be scaled-up and replicated in other locations of the city or other cities in Vietnam.

AEPW is now seeking a proposal from your company to build on the preliminary work, transforming it from a pre-feasibility (pre-FS) concept note into a detailed, investment-ready project in Hanoi and Ho Chi Minh City respectively, as well as providing professional Project Management Office (PMO) services for Project implementation.

The Programme to be developed should meet or exceed world-class environmental, social and governance standards, such as the International Finance Corporation’s Performance Standards on Environmental and Social Sustainability.

We are looking for a partner who has the following capabilities:

  • Track record / qualified in the field of the assignment.
  • Successful experience in waste management feasibility studies and/or implementation projects in Vietnam or a similar region.

In your credentials, and supporting documentation, please also provide information on the technical and managerial capabilities of the firm, an overview of your core business. Please also provide information on the qualifications of key staff who will be attached to the feasibility study.
